Public Land Manager Consent Request

Any works on Council managed land requires written Land Manager consent. 

If the works are on Crown land, you may also require land owner consent from the Crown or consent under the Marine and Coastal Act 2018 from the Minister for Energy, Environment and Climate Change. This can be obtained via the Department of Environment, Land, Water and Planning.

If the proposed works are within a Council managed road reserve that involves altering the existing conditions such as a driveway installation then you are required to obtain a Works Within Road Reserve (WWRR) permit.   • Let you know the outcome – within 28 days, excluding time you need to prepare and submit extra details.

If your group is likely to carry out a series of works or projects for the same property over 12 months or have a master plan with multiple projects, complete this application form once with all details.

Before You Start

To help you complete this form, there are important details that you need to be clear on and have on hand including:

  • Details about discussions with a Council Officer/s and who you spoke to

  • Who will carry out works

  • Project details

  • Plans

  • Copy of Public Liability Insurance with a minimum of $20 million

Important points to note

  • There is no fee to apply for Land Manager consent

  • If your project is being funded by Council via a grant or similar, then you should develop your plan with the relevant department before applying for land manager consent.

  • Works must not commence without consent, in writing, from Council.  You or your group risk costly rectification works to remove or make good any non-compliant, illegal or non-conforming works, or fines, and may be exposed to public liability claims for damages to persons or property arising from any unauthorised works

  • The form must be completed and submitted simultaneously, saving is not possible
